Jane Perry Clark Carey was born in Washington, D.C., in 1898. She was educated at Vassar College, receiving her master's and doctorate from Columbia University. Carey studied political science and was a professor at Barnard College. Her major contribution to the field was a book entitled, The Rise of a New Federalism.
